I have a vintage cole steel equipment co file cabinet and combination safe?

Inside file cabinet found 2 keys that open cabinet door lock also 3 sets of numbers with L,R turns with the # for opening but nothing comes of it can someone help Thanks

Take it to a locksmith. They can show you the proper dialing procedure. If the combination does not work, they can reset it so you can use it.
